The length of water over which a given wind has blown without obstruction

Real World Example

Imagine you're trying to build momentum while pushing a shopping cart down a long grocery store aisle. Just like the cart gains speed the further you push it without any obstacles, wind blowing over a stretch of water gains energy and creates larger waves the longer it travels unobstructed. In this analogy, the aisle is the "fetch," and the length of the aisle is like the stretch of water over which the wind blows, allowing the wind to build up energy and create waves, much like the cart gains speed as you push it down the aisle.
